Good question. I suppose the answer to “would you feel comfortable having a picture of you in your costume widely distributed (say, broadcast on national TV?)“ is assumed to always be no if the costume meets all of the other criteria. I don’t think that is a safe assumption.
Perhaps there needs to be another Threat Level category just for this situation.

According to this, an Adolf Hitler costume is unlikely to offend. And yet somehow it’s got to be more racist than most possible costumes.

You would think that most people would understand that wearing black face for your costume is a bad idea.

I suppose that would depend on your race.
White guy as Hitler? Threat Level Low.
Black guy wearing white face as Hitler? Threat Level Elevated or higher.

About 10 years ago I did “The vampire ghost of classic hip-hop” as my costume... (white man, black hoodie, white sunglasses, clock necklace, bling, vampire teeth, flavor-flav lisp, spittin’ wicked rhymes dissing pop-hip-hop (I spent a LOOOONG time writing and practicing my dis raps..) )
there’s no doubt that it was offensive... I also thought it was hilarious... However I did end up having to explain the concept a bunch, which should have been a clue that it wasn’t as universally understood/humorous... oh. *sigh*... It still got less heckling, head shakes and clutched children than my “Jesus carrying the cross” costume from a couple years before that...
I have a strange habit/history of offensive Halloween costumes.... it’s part of the reason I don’t dress up any more.
